Autonomia e Dependência na Representação de Interesses Industriais

Abstract

The aim of the present analysis is to characterize the system of representation of industrial interests in the country, and its transformational tendencies. Beginning from some basic hypotheses which permeate the literature on mediation of interests, the authors attempt to detect the principal processes subordinate to the dynamic which presides over the articulation of the two formats which this system assumes in the Brazilian case: the corporate and extra-corporate structures, this last made up of civil associations created parallel to the official syndicate entities. Emphasizing, in the first instance, the differential impact of the mechanisms of collective and selective inceptives confronting each of these organizational formats, the authors carry on to specify the basic features of the evolutionary pattern of the corporative and extracorporative structures in terms of their processes of formation, consolidation, and change across time. A point of primary interest concerns an emphasis on the non-exclusive character of the two structures, affirming, rather, their mutual complementariness. Side by side with the rigidifying of the official structure, the authors observed the proliferation of extra-official entities in the degree to which the process of industrialization reached its most recent phases, bringing with it the mobilization of the most modem and dynamic segments. In this sense, the new mode of representation would be an expression of the search for more autonomous forms of organization, in the attempt to overcome the rigidity and the controls of the official corporate system. Notwithstanding, the impact of the changes contained in embryonic form in the new organizational style has clearly discernable limits to the extent that the functional logic of these new units reproduces traditional practices and a pattern of negotiation which reinstates the mechanism of direct representation of sectorial interests within the State apparatus. This style of activity, marked by the preferential treatment of clientellistic connections which articulate empresarial segments and specific bureaucratic instances, produces obstacles to the development of a more pluralistic new structure of representation of interests which would be capable of a rupture with traditional model.
