A Política Econômico-Financeira e as Decisões do Setor Público

Resumen

The article deals with the planning system established by the Federal government, in 1970, to better the coordination between itself and state governments. The first part discusses some premisses and ideas related to the design of the coordination mechanism, such as whether the ultimate decision on the execution of a program rested with the central power; to which extent the process of economic development depended on the public sector; and so forth. The second part deals with the coordination mechanism itself, focusing the formulation of economic policies and the public sectors decisions on program implementation as an effort to reconcile political-administrative interests and the goal of economic rationality. Four stages in the planning process are discussed: the survey of existing projects and programs; technical of existing proposals; studies toward their implementation; and integration of programs and projets in a plan.
