Resumo

The formulation of Kubitschek's Target Plan, from 1956 to 1961, is analyzed in comparison to Brazil's previous planning experience. The author argues that import-substitution policies and the consequent development of the industrial sector were largely a result of the detection of bottlenecks throughout the economy, and especially at the transportation, energy, and foodstuff production sectors. He also argues that the perception of economic linkages which oriented the Target Plan emerged through the economic consideration of both internal and external bottlenecks.
