Resumen
This paper analyzes the unionist movement in Argentina as a factor of political instability. Through a discussion of the period from 1955 (the fall of Perón) to 1970 (the overthrow of Ongania), the author attempts to explain the failure of successive governments in their efforts to either eliminate the Peronist leaders from the unionist movement or incorporate them into the regime and compel them to break their ties with Perón. The author rejects the simplistic approach which balks at the problems of Argentina's unsteady economic course during a period which was intermittently shaken by crises. As an alternative, he proposes a model based on the relation between the State, the Unions and the Masses, a system of exchange in which the unions institutional autonomy is enhanced. By exploring the implications of such a system, the author is able to more profitably review the interaction between economic and political processes which was outlined in the introductory part of the paper.
