Abstract
Based on a painstaking empirical reconstitution, the article proposes an analytical framework for comparative analysis of the Nova República's reform initiatives in housing, health, and social welfare. Ignoring their specificities, literature on this issue has grouped these three policies under the homogenizing concept of "social policy". The articles central argument is that these three areas constitute distinct arenas of interest mediation and that the results of reforms within each arena can be explained in terms of such specificities. The text also analytically explores the role of institutional arrangements and organizational constraints as variables underlying the failure of the Nova República's reforms.
