A Formação de Políticas Públicas e a Transição Democrática: O Caso da Política Social

Abstract

An analysis is presented on the transformations that have occurred in the pattern of public policy formation during the Brazilian transition, looking specifically at social policies. Starting with an examination of the conservative reformism strategy adopted by the military regime as of the Geisel administration, the article endeavors to identify the conflicts of interest, the changes in the strategies of collective actors, and the inter and intra-bureaucratic splits that have permeated transformations in the pattern of policy formation. Housing policy is taken as a case study, serving to empirically reconstitute the historical evolution of the impact made in one sector by the liberalization process and reformism.
