Abstract
The main purpose of this article is to define certains patterns in the Brazilian political system, whereby the State appears to be both a supporter of the traditional agrarian elites and a fortuitous ally of popular movements. Such am ambiguity leads to a political instability, the effects of which are contradictory: a rigid and stagnant power structure as regards land tenure and use and social relations in the countryside, and a modernizing tendency affecting development rates and forms, and involving the emergence of new actors in the political game and the market. Within this framework, the State steps into the country's political life in cyclical fashion, encouraging participation in order to broaden the decision-making system in its favor, or otherwise cutting it drastically, whenever such participation surpasses its absorption capacity. Populism and authoritarianism are alternately predominant, and the gap between civil society and the State deepens even further inasmuch as regional differences are considerable, social classes are heteronomous and the productive system is dependent. The article includes an analysis of the populist cr1sis of the 60's, particularly underscoring the political role of the peasant rnovement (the Peasant Leagues and the Rural Unions) in the Pernambuco State Popular Front and 1n the administration of João Goulart.
