Resumen
The author evaluates the performance of several institutions involved in an industrialization project in Northeast Brazil. Differences and similarities among the developmental planning agencies' approaches to the area's economic development are analyzed. The observed differences have to do with general planning strategies; the ways of attracting capital; the size and location of industries; the ways of stimulating social mobility, and the products to be import-substituted for local industries. Observed differences are more related to the means of inducing the area's economic growth than to the general objectives of promoting economic growth through industrialization. The result was the creation of large corporations strongly subs1d1zed by the Federal government's regional agencies. The relationship between the growth of corporations and the formation of entrepreneurial talent are discussed and analyzed with data gathered at local industries involved in the project.
