Resumen
This paper addresses the debate over the adoption of a system of majority representation in Brazil, based on the creation of electoral districts. lt seeks to demystify conceptually and empirically erroneous theses concerning electoral regimes by focusing on issues such as the maximization of distortive justice, the efficacy of political representation, the fragmentation of the party system, and political stability. To do so, the authors describe the characteristics and the evolution of electoral laws in stable Western democracies. They conclude that the evaluation of electoral regimes rests on different conceptions of the political order, on the one hand, and the notion that political representation does not and should not have a monopoly over representation.
