Creada en 1966, publica trabajos inéditos e innovadores, procedentes de investigaciones académicas, de autores brasileños y extranjeros. Editada por IESP-UERJ, tiene como objetivo conciliar el rigor científico y la excelencia académica con un énfasis en el debate público basado en el análisis de temas sustantivos en la sociedad y la política.

Resumen
The author analyzes the evolution of social security policy in Brazil, showing its connection with the more general question of the State's power and authority in relation to society. Social security programs since 1919 have reflected particular patterns of interaction between the State and the working class. Emphasis is given to the two outstanding reorganization periods (1930 to 1945 and 1964 up to now). The recent approach toward social security has unquestionably brought more benefits to larger sectors of society, although the beneficiaries have no direct organizational power to influence the formulation or the implementation of social security policy.
