Resumo
The author discusses recent changes in the political scenery of the "favela" and their relationship to the resettlement policy put forward by CIDSAM (a Federal Government agency) during the period 1968-1973 in Rio de Janeiro. It is shown that the politician, who was traditionally the key figure ln the relations between "favela" residents and the outside world, has been gradually replaced by the petty-bureaucrat, who is involved ln the resettlement policy. A detailed description of the different steps of the eviction-resettlement process is given with emphasis on the informal mechanism that developed during the operation, both in the "favela" and in the "conjunto" (housing complex). These informal mechanisms reflect a reciprocal manipulation between the people affected by the resettlement and the petty-bureaucrat.
