Resumo

The issue of government downsizing is something that has been taken into account in public policymaking the world over. Policymakers generally consider a given the argument that governments have grown steadily smaller, although there are no known comparative studies seeking to verify the universality of this claim. Based on analysis of IMF data regarding governmental expenditures during 1980-93 in three developed nations (the US, England, and France) and four developing nations (Brazil, Mexico, India, and Korea), the article shows that only governments in developing nations are in fact downsizing.
