Previdência e Assistência Social na América Latina: Limites Estruturais e Mudanças Necessárias

Resumo

After describing the situation of employment and underemployment in Latin America, the author analyzes the relationship between the formal labor market and social security coverage, indicating that the latter is closely dependent upon the expansion of the former. Therefore, the size of the formal labor market constitutes a limit for the expansion of a social security system based on the contributions of employers and employees. On the other hand, the author observes that the persistence of underemployment leads the existing social security system to divide the workforce into "first class citizens", who are assured access to social assistance services, and unprotected "second class citizens". He concludes by suggesting some necessary changes if universal social security coverage is to be achieved in the region.
