Educação e Estado no Brasil: Notas sobre o Conceito de Política Educacional

Resumo

This work analyzes the changes in the role reserved for education over the course of Brazil's post-1945 political history, using studies on educational policy as a basis. The author observes that each different approach reveals characteristics specific to the various moments of the process by which the Brazilian intellectual exercises critical thinking in response to the dominant ideology diffused by the State. It was the author's goal to show how the alterations which thought undergoes reflect the nature of the change in the role reserved for education within State policy as a whole, as well as to locate these studies within the general context of the history of culture in Brazil. The first period discussed (l 945-1964) signals the intellectual's participation in the educational complaints and demands which were made in the democratic atmosphere surrounding the populist State. ln the second period (1964 on), education's rising value on the State policy plane was made to accompany the withdrawal of the intellectual, confined as he was to the isolation of academic life. It is exactly in this period, meanwhile, that the best critical contribution to educational policy can be observed, although it is in work harmed by the adverse research conditions characteristic of this period of authoritarianism in the Brazilian State.
