Resumo
This article examines the characteristics of the decision-making process in the National Alcohol Program, created in 1975 as part of the government's response to the petroleum crisis; in so doing, it reveals features of the post-1964 authoritarian State that generated this Program. The policy of bargaining and the inductive approach served as the analytical reference for the empirical reconstruction of these traits. The study discloses a decentralized and highly fragmented decision-making structure which at first hinders the implementation of Proálcool, yet ceases to do so once larger conflicts have been resolved at the bureaucratic policy level among the government agencies involved in the Program. Normally, decisions are reached through "segmented mechanisms of decision" (private actors addressing themselves to different bureaucratic jurisdictions according to the specific aspect of alcohol policy being considered), a result of the fragmentation of the State apparatus and the Program's decision-making structure. The study also reveals a complex and exclusive system for the representation of interests, in which informal ties between the social and bureaucratic actors stand out, decidedly the most efficient means of dealing with the fragmentation. Also, there is a conspicuous absence of corporativist links between public and private spheres. Hence, this article demonstrates the affinity that exists between fragmentation, segmentation and informalism, a conjunction which is not as chaotic as it sounds, since it permits the accomodation of the interests involved and the consequent institutionalization of the Program. It also depicts a State with features that deviate from the bureaucratic-authoritarian State ordinarily associated in the literature with post-1964 authoritarian Brazil.
