Resumo

This paper discusses some of the possible transformations of the Brazilian labor relations system that was structured by the Consolidation of Labor Laws in the 1940's. Thus, it seeks to assess how did an alternative liberal model of union organization and collective bargaining, proposed by the "New Unionism" movement, withstand the test of strike mobilization and reactivation of union life of the past years. An investigation of strike waves from 1978 to 1980 reveals that such proposals won at first, only to see union activities return later on to routes prescribed by the labor legislation. Such return, however, did not imply the strengthening of the existing labor relations· system, but it accentuated its crisis. The author suggests that the labor movement was powerful enough to throw the labor relations system into disarray, but not to create new forms of union organization and of collective bargaining, free from 'the intermediation of the State. Consequently, it opened up space for the government to advance a policy of conservative reform, that tries to absorb labor demands without essentially changing the present system.
