Resumo
This paper examines relations between the State and the bourgeoisie through an analysis of a specific planning agency, the Consultative Council for Planning (Consplan) which operated during the Castello Branco administration. Consplan is a particularly appropriate subject for analysis since it brought together government officials and representatives from various sectors of the business community. ln the first part of this paper, the author describes the planning agency, its jurisdiction, internal organization, agenda, etc. The second part takes a closer look at one of the topics dealt with by Consplan: The Government Plan for Economic Action (PAEG) which was the subject of a two-stage discussion lasting over a year. The behavior of entrepreneurial sectors both within and without the government agency is described, with an emphasis on their positions in relation to the administration's economic and financial policy. The third and last part of this paper offers some interpretive hypotheses concerning the Consplan experience as well as the potential of such agencies (consultative councils) to function as effective channels for societal interests.
