Reorganizando o Governo em uma Era de Contenção e Compromisso

Resumo

Governments in the 1980s have faced great pressures for changing their administrative patterns. These pressures have come both from conviction politicians who have attempted to make government more efficient and effective and from declining rates of economic growth. The changes that have been imposed have affected the structures, procedures, budgeting behavior, and personnel systems of government. There is conflicting evidence about the effectiveness of these reforms, but all of them may be epiphenomenal given the continuing emphasis on political and ideological solutions to difficult public problems.
