Resumo
This paper deals with some problems concerning the rise of military authoritarian regimes of a "new kind" in Latin America from the 1960's onwards. It identifies the common traits between the existing regimes, whose emergence is seen both as a response to the political crises of society and as an attempt to consolidate a socio-historical project of development. The author seeks to analyze the role of the Armed Forces as well as of other social actors in reference to the joint dimensions of crisis and historical Project which prevailed over the emergence of military regimes. It is suggested that these forces are confronted with the question of establishing a hegemonic domination by means of a developmental plan which incorporates society as a whole. However, it is pointed out that the present project of capitalist realignment through the state faces internal and external obstacles and contradictions which affect the dynamics of the processes of political liberalization and political control. The crises which may lead to regime transformation or substitution result from attempts to regain legitimacy lost by Jack of economic success but can hardly be seen as signs of the growing weakness of present regimes. The paper concludes that an alternative historical project is needed, opposed to the existing one of capitalist realignment and representing a compromise between the interests of various groups such that it is capable of supporting a democratic political order and guiding the process of political transition.
