Da Responsabilidade Pública dos Governantes: Paradoxos e Perspectivas

Resumo

The aim of this text is to call attention to several perspectives for the analysis and understanding for problems of political responsibility. The subject's relevance is obvious, and 1ts opportunity is very high in today's Brazil, where there is great perplexity about possible alternatives for political organization if the country is to move out of the regime of discretionary power. The first part refers to a few paradoxes of political responsibility, specially those regarding the formal and the substantive aspects of the responsibility of public officials. Then, several theoretical proposals for establising public responsibility are examined: they go from the more simplistic, moralizing perspectives of individual ethics to the more sofisticated theories dealing with the extension of market mechanisms into the political realm. This leads to a wider discussion on the nature of the political system. The conclusions are of a general and theoretical nature, and refer to the need to reach optimal combinations of political mechanisms of public responsibility and institutional mechanisms for closer control of public action by its destinataires.
